Scope and Contents

The Bob Honts Papers is divided into 18 series. The series reflect the major types of material contained within the collection. Below is a description of each series:

Series 1: Commissioners Court Minutes and Agendas

This series contains a sample of Commissioners Court Minutes, Agendas, and Work Sessions from 1980 and 1981 maintained by Precinct 2. Series 2: Corporations This series contains records relating mainly to the Capital Industrial Development Corporation and the Travis County Housing Finance Corporation. The Capital Industrial Development Corporation (CIDC) is a public, non-profit corporation that was formed on April 26, 1980. The CIDC can issue taxable and tax exempt bonds to non- and for profit entities for purposes of economic development. The Travis County Housing Finance Corporation was created in 1980 to assist in meeting the housing needs of low and moderate-income families in Travis County. Series 3: Correspondence This series consists of both incoming and outgoing correspondence. The incoming correspondence consists of mostly letters and reports from other Travis County Departments and letters from Travis County citizens. The outgoing correspondence consists mostly of letters and reports sent to Precinct 2 staff and other Travis County Departments. Series 4: County Programs and Departments Records in this series relate to various Travis County programs, including the livestock show and Anti-DWI Program. This series also includes reports and information on various Travis County Departments. Series 5: Elections Travis County election results, local election reports, and campaign material are contained in this series. There is focus on election precinct changes and Honts's re-election campaigns and results in this series. Series 6: Law Enforcement and Jail This series consists of reports, logs, and meeting notes concerning Travis County law enforcement and reports concerning issues with the Travis County Jail. Series 7: Lawsuits This series contains records relating to county lawsuits during Honts's time as commissioner. The series mainly contains depositions from the County of Travis vs. Brandes lawsuit, which concerned the purchase of the Brandes tract of the Wild Basin Park. Series 8: Newspaper Articles

Honts and his staff collected newspaper articles that were of interest to Precinct 2. This series contains cut out newspapers articles arranged by date range. Series 9: Organizations and Committees Honts was a member of local and national organizations and committees when he was a Travis County Commissioner. This series includes reports, meeting material, and correspondence from his time in these organizations and committees. Series 10: Personnel and Budget This series contains records relating to the county budget, county purchases, and county expenditures and revenues. Records relating to personnel include records on labor organizations, county telephone listings, new employee positions, and department heads. Series 11: Precinct 2 Operations Included in this series are materials involved in the administration of the Precinct 2 office. Rolodex cards list the names and phone numbers of Honts's contacts, telephone logs record phone calls made by Honts and his staff, and schedules contain daily schedules for Honts. Series 12: Property and Real Estate This series consists of reports relating to property owned by Travis County and real estate interests of Honts and Travis County. The series includes reports on City of Austin's annexations of parts of Travis County. Series 13: Publications This series contains magazines, newsletters, guides and directories, reference manuals, and Texas Legislature Records collected by Honts and his staff. Series 14: Reading Files This series contains outgoing correspondence from Honts that includes reports and documents. Many of these reports and documents were created by Honts and Precinct 2 staff. Series 15: Roads and Transportation This series includes material relating to road maintenance and construction mainly in Travis County, with particular focus on Precinct 2. The series also includes meeting notes from the Austin Area Rapid Transit Board that focus on transportation within Travis County. Series 16: Speeches Honts gave several speeches to organizations during his time as a Travis County Commissioner. This series includes drafts to his speeches and the research material he used to create his speeches. Series 17: Taxes and Regulations This series consists of material related to local government taxes and the regulation of massage parlors. The series mostly focuses on property taxes in Travis County. Series 17: Telecommunications This series consists of material relating to a study conducted to consider a new central telephone system for Travis County. The study was conducted in 1979 and 1980 by the Southwestern Bell Telephone Company, which was the company providing the telephone system. The series contains correspondence, reports, brochures about the telephone system, and forms detailing agreements between Travis County and Southwestern Bell. Series 19: Water and Waste Water This series contains reports and meeting notes focusing on the control of water and waste water in Travis County.
